The National Steering Committee for NDPC is established to replace the Center Steering Committee for NDPC.
On July 6, the Government issued Decree No. 66/2021/ND-CP detailing the implementation of a number of articles of the law on NDPC, amending and supplementing some provisions of the law on NDPC and law on Dikes.
Accordingly, the National Steering Committee for NDPC was established to replace the Central Steering Committee for NDPC.
The National Steering Committee for NDPC established by the Prime Minister is responsible for inter-agency coordination to assist the Government and the Prime Minister in organizing, directing and performing disaster prevention, response and recovery on national scale. The National Steering Committee for NDPC is entitled to use the seal bearing national emblem to perform its tasks. Members of the Committee work on a part-time basis.
Chairman of the Committee is the Prime Minister or Deputy Prime Minister as decided by the Prime Minister. The Minister of Agriculture and Rural Development shall act as the standing deputy head of the Committee. Other deputy chairman of the committee shall be decided by the Prime Minister.
The MARD is the permanent body of the Central Steering Committee on natural disaster prevention and control (NDPC), using the apparatus of the Vietnam Disaster Management Authority to perform the tasks on NDPC; arranging human resources, equipment and tools and necessary conditions to act as the standing office of the National Steering Committee for NDPC.
The National Steering Committee for NDPC shall perform the tasks of directing and urging the implementation of national strategies and plans, policies and laws on NDPC; holding responsibility for making disaster response plans.
At the same time, directing, coordinating natural disaster prevention and recovery on national scale. Directing natural disaster response level 3; advising and directing natural disaster response levels 4 or 5; coordinating and supporting localities in responding to natural disaster levels 1 or 2 in case natural disasters develop complicatedly causing severe damage.
Based on natural disaster developments and actual requirements, the National Steering Committee for NDPC shall decide on taking measures, mobilizing resources from ministries, ministerial level agencies, government agencies, organizations and individuals to respond and overcome the consequences of natural disasters in accordance with Law on NDPC and Decree No.66/2021/ND-CP.
Direct the consolidation of consequences and local authorities and ministries’ demands for emergency assistance, recovery and reconstruction and propose central government budget reserve, national reserve and other legal sources to the Government and the Prime Minister with a view to serving emergency response and disaster recover nationwide;
Inspecting, expediting and directing ministries, organizations and localities to perform the tasks on NDPC as prescribed by law;
Directing, organizing rehearsals and providing training for forces involved in natural disaster preparedness and recovery; directing, conducting and organizing the implementation of measures to gradually increase civil capacity for natural disaster response,
Directing, organizing the provision of infrastructure, equipment, materials and special-purpose vehicles; establishing database to serve issuance of decision on command over disaster preparedness and recovery;
Mobilizing, receiving and providing domestic and foreign assistance in case of emergency due to natural disasters;
Providing guidelines, inspecting, expediting and consolidating result of exploitation of resources and notify the Prime Minister thereof;
Directing and preparing documents, providing training, disseminate information via social platforms and raising public awareness of natural disaster prevention and control on an annual basis;
Providing guidelines for natural disaster preparedness and recovery to internal voluntary forces
Supporting the Prime Minister in establishing the Front-line Steering Committee to directly execute tasks in disaster areas in special situation;
Holding responsibility for compiling and publishing anual White Paper on NDPC
Directing, making action plan and planning annual budgets for NDPC
