Dong Thap exports labor to Japan without any fees

Promoting the export of labor

The provincial administration of Dong Thap has released a development program plan for the youth of the province from 2021 to 2025. The objective is to offer employment opportunities to a minimum of 20,000 to 30,000 young workers annually.

In the province of Dong Thap, over 15,400 laborers have been employed abroad under contracts during the 10 years of 2014–2024. This figure includes 100% of communes, wards, and towns. As part of a strategy to address employment and dispatch workers abroad on contracts, the People's Committee of Dong Thap has recently established this objective. The labor market has experienced substantial growth, particularly in the area of labor exports, with a particular emphasis on the markets of South Korea, Taiwan, and Japan.

The labor export market has experienced substantial growth, resulting in an increase in employment opportunities for workers in Dong Thap. According to Ms. Nguyen Thi Minh Tuyet, the Deputy Director of the Department of Labor, Invalids, and Social Affairs of Dong Thap, the department is redoubling its efforts to dispatch workers to South Korea to work in the agricultural sector in 2024. This encompasses providing guidance to the People's Committee of Dong Thap regarding the execution of agreements and exchanges with South Korean recruiting units in order to safeguard the rights and interests of Dong Thap’s employees during their travels to South Korea.

Consequently, the agricultural sector's labor recruitment centers will annually employ over 400 workers from Dong Thap, aged 30-40, with working periods extending from three to five months and an income exceeding 40 million VND per month. These advantageous policies have had a beneficial effect on the employees who are currently participating in the program.

Dong Thap will concentrate on the efficient implementation of employment solutions in 2024, with a particular emphasis on the temporary employment of workers abroad. The objective is to secure employment for 30,000 individuals, with 1,000 of them temporarily employed abroad. Additionally, organized seasonal employment in South Korea will be implemented pursuant to agreements between the two municipalities.

Vocational education institutions have recently recruited and trained tens of thousands of students, with 67% of the workforce having undergone training, including 48% through vocational training.

Currently, the province is home to 20 vocational education institutions, which include 2 colleges, 3 intermediate schools, 7 district-level vocational education centers, and 8 vocational training units. Furthermore, there has been a consistent and progressive emphasis on the enhancement of vocational skills, the reinforcement of the instructional staff, and the modernization of training facilities.

The province of Dong Thap has established its objectives and responsibilities for the 2021-2025 period. The province is committed to enhancing its activities in vocational education, recruitment, and training to ensure that the local workforce is adequately prepared to meet the current labor market demands.

Working in Japan with free of charge

This is one of two programs that Sen Dai Duong Co., Ltd. and Across Ocean Education Solutions Co., Ltd. introduced during a meeting with the leadership of the Dong Thap Provincial Party Committee and the People's Committee in early October.

According to Sen Dai Duong Co., Ltd., the program enables workers to operate in Japan without incurring any expenses, thereby eliminating the need for them to pay any fees. They will receive assistance with the expenses associated with training, visas, accommodation, airfare, and study materials. Nevertheless, the primary requirement is that participants must agree to comply with the regulations regarding absconding and return home prior to the conclusion of the contract. The program is designed for male and female employees between the ages of 28 and 30 who have completed food processing training and have achieved the N4 level of Japanese. The company intends to hire approximately 300 employees annually.

Furthermore, Sen Dai Duong Co., Ltd. and Across Ocean Education Solutions Co., Ltd. have executed agreements with a partner in South Korea to recruit students who will work and study concurrently. These students may be eligible to convert their visas to long-term work visas upon completion of their studies. The provincial leaders and relevant departments were informed of the collaboration and training process of these students by the companies during the meeting.

The company must provide more detailed and comprehensive information to the relevant agencies and local authorities in order to effectively communicate the program to potential workers, according to Mr. Phan Van Thang, Permanent Deputy Secretary of the Dong Thap Provincial Party Committee, given that it is a new initiative. In order to mitigate the issue of laborers absconding or residing illegally, it is necessary to evaluate the causes and potential solutions.

Following the Dong Thap province's motto "Work to Learn – Return to Lead," the province has established policies to assist workers, signed cooperation agreements with international labor unions, and closely monitors the situation of workers to ensure that they receive timely assistance. The province also offers a variety of organizations for returning workers to assist them in utilizing their experience and skills, thereby motivating them to establish their businesses and careers.

The majority of localities have implemented support policies to alleviate the burden of vocational training, language acquisition, orientation education, procedural costs, and departure expenses to optimize the potential of the workforce working abroad.

In Dong Thap, 8,966 workers have obtained loans from the Social Policy Bank system, totaling 689.5 billion VND. Of these, 410 workers are from policy families and poor or near-poor households.
