Dr. Nguyen Thi Thuy, Permanent Deputy Secretary of Dong Hy District Party Committee, Thai Nguyen Province, had an interview with Vietnam Agriculture Newspaper about the journey to building a new rural district in 2025.

The happiness of people is the final destination

It is known that the Resolution of the 25th Dong Hy District Party Congress, term 2020-2025, set the goal of building the locality into a new rural district by 2025, so after half the term, what are the results that the district has implemented and achieved in order to achieve this goal?

Dong Hy is a mountainous district of Thai Nguyen province with a natural area of ​​432 km2, including 15 administrative units (3 towns and 12 communes, including 1 extremely difficult commune and 4 Safety Zone communes); The population is over 94.000 people, and the proportion of ethnic minorities accounts for 54%.

Right from the beginning of the term, the district has always received close leadership and direction from the Provincial Party Committee, People's Council, and People's Committee, as well as close coordination of provincial departments and branches, along with the tradition of solidarity, the determination of the entire political system, the consensus of the people, and the participation efforts of the business community in the area.

Up to now, the district's Resolution goals have basically achieved the planned progress, 13/14 of expected targets have been met and exceeded the Congress Resolution goals. In particular, the goal of building Dong Hy district to become a rural district by 2025 is a very important content and is given special attention, leadership and close direction by the district. The district has issued a project to build Dong Hy district to meet new rural standards, implementing plans, assigning specific tasks, and regularly inspecting and evaluating implementation results.

After half term of implementing the Resolution, the district has mobilized nearly VND 670 billion to build new rural areas. 2 more communes that meet new rural standards are build (bringing the total number of communes that meet new rural standards in the district to 11/12 communes), 2 communes that meet advanced new rural standards and 1 commune that meets new rural standards model. People's lives are gradually improving, and the economy is also increasingly developing.

In all target programs, the final destination is the people who benefit, the people will be happy when their homeland is beautiful and innovative, so what is the role of the people in implementing the program to build new rural areas?

Uncle Ho has said: "If it is a hundred times easier, but without the people, then nothing will be done. But if it is ten thousand times more difficult and the people are willing to do it, it will be done." It can be affirmed that, in all proposed goals and plans, the role of the people is very important. In building new rural areas, people are both beneficiaries and subjects. People's awareness and action are key factors in implementing the New Rural Areas Building Program.

Dong Hy determined that the happiness of the people will be the final destination of the new rural. Therefore, in recent years, the district has done a good job of propaganda and advocacy, so that people can clearly see their roles and responsibilities, create consensus, and promote the will to be self-reliant, solidarity and consensus of the people. Using the people's strength to take care of the people, this is a great and decisive source of motivation for joining forces with the State to build new rural areas.

Promoting the strength of the people, in the journey of building new rural areas, the people have contributed over VND 100 billion, over 22 hectares of land to build rural infrastructure, build cultural houses, build roads and irrigation canals... Thereby, it has made an important contribution to the success of building new rural areas in the locality.

Dong Hy, a colorful and unique, rich in tradition land

To achieve the new rural goal, localities will have targets in common, but each locality will have its own identities to create a distinct picture. So what will make the mark and unique identity of the new rural in Dong Hy?

In integrating into the new rural picture of the country, each commune of Dong Hy district strives to build its own mark imbued with regional identity.

From the large sample field in Nam Hoa commune, the yellow sticky rice field in Minh Lap commune to the tea hill in Van Han commune; from Viet Cuong vermicelli craft village to Song Cau town tea craft village; from the cultural identity of the Mong ethnic group with buckwheat flower fields on Ban Ten to Tan Do stilt house village preserving the traditional culture of the Nung ethnic group in Hoa Binh commune... All have created their own mark and identity of the new rural in Dong Hy.

Preserving the traditional identity of each locality will create a colorful, unique and traditional picture for Dong Hy district. It is that unique diversity that will help the path of building new rural areas in Dong Hy associated with rural tourism development become more meaningful and sustainable. Identity is the best core value of each countryside. People will also feel happy when their homeland's identity is preserved and promoted during a period of strong integration and development.

To achieve the goals of building new rural areas, what will be the key issues? After more than 2 years of implementing the Resolution's goals, what will be the major difficulties and challenges, and what lessons can be learned to ensure that by 2025 the district will reach the new rural destination?

To achieve the goals of building new rural areas, the key issue is solidarity, joint efforts, consensus, and the participation of the political system, which come from the people from all walks of life and the business community. After half term of implementing the Resolution's goals, there will be great difficulties and challenges in building new rural areas requiring large funding sources.

As Dong Hy is a mountainous district, its economy still faces many difficulties. Especially since the change of administrative boundaries, the district needs to build many new infrastructure such as: District Cultural Center, Medical Center, High School, Hoa Thuong Construction (newly decided to establish a new town from April 2023) to meet the criteria for a class IV urban area by 2025... However, through the implementation process, the district has learned a number of lessons to ensure that by 2025 it will reach the new rural target. 

First of all, closely follow the leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, Party Committees, and authorities from district to grassroots must lead and direct drastically and closely, with a roadmap, plan, specific distribution, and clear assignments and tasks. Mobilize the synchronous and active participation of the entire political system, people from all walks of life, and the business community.

Moreover, regularly do a good job of propaganda, raising awareness and action for officials, party members, and people about the importance of the New Rural Areas Building Program. Further promote the role of the people well implement the motto "People know, people discuss, people do, people check, people supervise, people enjoy".

Along with that, focus on mobilizing and effectively using resources to build new rural areas, build infrastructure, effectively deploy projects, and attract investment. Take advantage of supporting capital sources from the Central and provincial levels and mobilize maximum local resources associated with the district's 3 development breakthroughs mentioned in the Resolution.

Always attach importance to developing education - training, raising people's will, training local human resources to serve local socio-economic development; Improving the quality of operation of the political system, ensuring National Defense and Rural Security.

Dong Hy aims for an advanced, model rural area

With the view that building a new rural has only a starting point and no ending point, Permanent Deputy Secretary of Dong Hy District Party Committee, Ms. Nguyen Thi Thuy said that after communes and districts reach the finish line, new rural will continue to develop plans to maintain and improve the quality of criteria, build communes that achieve advanced rural areas and model rural areas, focusing on developing local strengths in agriculture, handicrafts and tourism.

The district will continue to focus on investing in the development of urban areas, residential areas, and urban areas associated with the development of trade, services, and infrastructure construction. Gradually improve the material and spiritual life of the people. So that the people of Dong Hy district can have a prosperous life. People feel happy and proud that their homeland has changed and developed but still has its own unique identity that no other countryside has.
