The Ministry of Planning and Investment coordinated with Ha Tinh province to hold a conference on May 28 to announce the provincial plan from 2021 to 2030, with a vision toward 2050. Additionally, the event promoted investment in the province, with the participation of 700 delegates and 270 online bridge points.
Among the conference's participants were Mr. Vuong Dinh Hue, Politburo member and National Assembly Chairman; Mr. Tran Hong Ha, Member of the Party Central Committee, Deputy Prime Minister; former leaders of the Party and the Government; leaders of central ministries and branches; leaders of neighbouring provinces; leaders of Ha Tinh province; Diplomatic agencies, international organizations and domestic and foreign investors.
The provincial planning, according to Mr. Vo Trong Hai, Chairman of the Ha Tinh People's Committee, is a crucial legal framework that establishes the socioeconomic development strategy. It also encourages efficient long-term resource allocation and utilization in order to draw in investment.
According to the provincial planning, Ha Tinh's development orientation and investment attraction activities in the industrial sector include: post-steel and mechanical engineering projects; supporting industry; construction of infrastructure for industrial zones and clusters; power generation; agricultural processing; textile. Local projects in the field of service - tourism include marine tourism, eco-tourism, spirituality, deep-water seaport services and logistics. Projects in the agricultural sector include high-tech agriculture, deep processing, development of organic agriculture and specialized farming areas. Additionally, there are plans to construct large-scale urban areas, homes, and investments in synchronous and contemporary infrastructure in the urban sector.
“Ha Tinh province is always open to investors. In order to support the effective implementation of projects and ensure sustainable development, the province will accompany all businesses and investors," said Mr. Hai.
Mr. Arnaud Ginolin, a representative of the planning consultant, member of the Board of Directors, and Head of Public Policy Advisory and Industry Sector of BCG Vietnam remarked that Ha Tinh's socio-economic development strategy has been clearly and boldly established. The strategy involves a vision of Ha Tinh's green growth toward sustainable economic, social and environmental development. Accordingly, the provincial planning focuses on four growth pillars: steel production and supporting industries; agriculture; logistics and tourism.
Key projects for the breakthrough development of Ha Tinh province have been identified as the following: expansion of the industrial complex in Vung Ang; renewable energy and liquefied natural gas; seaports and logistics centers; urban development and tourism.
"Consolidating these core areas will provide the impetus needed for all four agricultural sectors to see rapid growth, emphasized Mr. Arnaud Ginolin.
According to Mr. Arnaud Ginolin, Ha Tinh's agricultural sector will make several adjustments until 2030. These changes include: crop production will focus on developing high-value crops such as fruits and vegetables to replace rice; livestock production will focus on establishing linkages between food processing clusters and large-scale farms; the fisheries sector will strictly manage high-tech waste in all sand shrimp farms; the forestry will focus on FSC-certified logging, and forest protection using revenue from ecotourism and carbon credit trading.
National Assembly Chairman Vuong Dinh Hue emphasized that planning plays a crucial role in reating new opportunities and new values for the development of Ha Tinh province as well as Vietnam.
Thanks to its industrious planning efforts, Ha Tinh became the second province in the country to receive approval from the Prime Minister for the 2021-2030 Provincial Planning, vision toward 2050. This achievement has encouraged Ha Tinh to continue implementing strategic development orientations, establishing linkages with other provinces in the socio-economic development region, ensuring security in the North Central and Central Coast regions until 2030, with a vision towards 2045.
National Assembly Chairman Vuong Dinh Hue suggested Ha Tinh to continue implementing the resolutions issued by the Central Committee and the local government; promote breakthroughs in the 4 key sectors, 3 urban centers, 3 economic corridors and 1 center. Consequently, these targets will boost growth, improve productivity, quality, efficiency and competitiveness of Vietnam's economy, improve incomes, and enhance the material and spiritual life.
It is necessary to focus on solutions that effectively implement the objectives, targets, tasks, programs and projects under the approved provincial planning. Additionally, the province needs to organize a public announcement and exhibition of planning information, as well as set up an information center to promote and introduce the plan to investors and businesses. Furthermore, Ha Tinh must focus on strengthening the management and supervision of the master plan implementation; periodically review and promptly report to competent authorities regarding difficulties in the implementation process.
For the immediate future, Ha Tinh needs to apply necessary solutions to achieve the highest socio-economic and defense security targets of 2023; resolve various bottlenecks in the market; improve the business investment environment; accompany people and businesses; strengthen administrative discipline; focus on investing in education and training, train high-quality human resources, renovate vocational education that highlights the province's strengths.
With 108 projects calling for investment, Secretary of the Ha Tinh Provincial Party Committee Hoang Trung Dung and Chairman of the Provincial People's Committee Vo Trong Hai approved the investment policy for 14 investors with 15 projects; the total registered investment capital is over VND 9,600 billion.
Additionally, the province has handed investment cooperation agreements to 25 investors with projects in the fields of: real estate - tourism - resort; construction of infrastructure in industrial zones/clusters; trade - services; energy - clean water; education; agriculture. Accordingly, the total registered investment capital is over VND 219,000 billion.
Mr. Hoang Trung Dung affirmed that Ha Tinh is committed to maximizing its potential and advantages while creating a favorable investment environment.
“The completion and announcement of the plan is only the first step. The criteria to evaluate the quality and effectiveness of planning lies in the development of wealth, civilization, and people's material and spiritual life," said Mr. Dung.
According to Mr. Dung, the local government must promote administrative reform in association with digital transformation and digital connection; attract projects with modern and environmentally friendly technologies, ensuring the goals of green growth and sustainable development.
Ha Tinh province expects businesses and entrepreneurs to accompany the local government in implementing the plan synchronously and effectively. In the face of problems and difficulties, stakeholders must promptly report them to the local government and businesses for solutions.
Human resources are important
Mr. Truong Gia Binh, Chairman of FPT Corporation, said that digital transformation will help people of Ha Tinh province overcome poverty and hardship.
People are mainly concerned with their safety, a clean living environment, education for their children, employment opportunities, and so on. As a result, the foundation for future agriculture, industry or tourism must be high technology.
To this extent, human resources are of the utmost importance. FPT will accompany Ha Tinh on this journey and invest in the field of education.
