The Ministry of Agricultural and Rural Development has been refining the legal foundation for establishing e-government by developing policies and legal frameworks in the agriculture sector with the goal of encouraging individuals and companies to utilize and provide digital services.
Simultaneously, MARD will enhance its infrastructure and data systems to support the implementation of e-Government, including the development of an Internet of Things (IoT) infrastructure for professional and specialized applications, as well as an integrated e-government system connected to the National Single Window and ASEAN Single Window.
Development of digital platforms, integration platforms, Local Governance Support Projects (LGSP) for connecting information systems, internal databases of the Ministry, and connecting to the integration platform, and National Governance Support Projects (NGSP) for exchanging and sharing data with external agencies in accordance with the Vietnam E-Government Architecture Framework. Developing and deploying mobile application platforms to assist individuals and companies in using digital agriculture services and utilities.
Develop digital data and specialized databases with an emphasis on agricultural land, crops, livestock, fisheries, irrigation, disaster prevention and recovery, and e-government applications and services within MARD.
Additionally, developing an integrated observation and monitoring network for agricultural operations through air and ground. Promote the supply of environmental, meteorological, and land quality information to farmers in order to increase productivity and crop quality, as well as the sharing of agricultural equipment via digital platforms. Effectively exchange specialized data from the Ministry with other ministries, branches, and localities, and open data from the Ministry in compliance with the legislation.
MARD determined that it is required to construct applications and internal services, as well as an information system that would support the Ministry's direction and administration. Complete development of the Ministry's information and reporting systems. To support the Ministry's direction and administration, the Ministry's leaders link to and integrate with the Government's information systems and databases in real-time. Develop and finish the ministry's document management and administration system; standardize and electronicize the professional process of managing records in a network environment, using appropriate forms and reporting mechanisms.
Increase the exchange of digital papers and reports with embedded digital signatures between Ministry divisions and businesses. To digitize documents and to maintain electronic work records for ministries and units within the Ministry in accordance with applicable requirements. Developing applications and professional services with a focus on internal services, as well as integrating and exchanging data with information systems both inside and outside the Ministry.
Simultaneously, MARD supports the use of digital signatures, digital and electronic conversion in document processing, paper-reduction, improved state management efficiency, and simplified business operations. Developing the Ministry's and its divisions' work-from-home and remote working systems.
Apply emerging digital technologies effectively, such as cloud computing, big data, mobile, internet of things, artificial intelligence, blockchain, and social networks, in developing and delivering e-Government applications and services at the Ministry.
Completion of the database of business-related rules and the e-consultation site as part of the initiative to minimize and simplify business-related regulations in the period 2020-2025. Developing online interactive channels for citizens to monitor the MARD's policy implementation, law enforcement, and decision-making operations.
MARD also intends to develop applications and services that benefit individuals and businesses in order to develop and complete the Ministry's Public Service Portal, which will include the completion of the integration of online public services at levels 3 and 4 on the National Public Service Portal. Completion of functions and processes, integration and seamless connection of the Ministry's and its units' systems to the National Single Window Portal in order to execute the National Single Window and ASEAN Single Window.
