Binh Thuan plans to develop the agricultural sector

(VAN) Binh Thuan province plans to develop a modern, sustainable agricultural sector in the direction of high economic value.

Aiming towards a high-tech application of agriculture

Implementing Resolution No. 05-NQ/TU dated September 10th, 2021 by the 14th Provincial Party Committee on the development of a modern, sustainable and high-value agricultural sector, Binh Thuan province recently issued an implementation plan, which sets out the general goal of developing agriculture in the direction of commodity production, large-scale concentration, high technology application, clean, safe, ecological environment protection, resilience to disease and climate change.

Additionally, improve the quality, added value and competitiveness of Binh Thuan agricultural products; increase income for farmers. Strengthen linkages between agricultural production and processing, services along the value chain. With a goal towards 2030 that the province's agricultural sector achieves a good level of high-tech application, organic agriculture, and a sustainable development ecosystem.

To achieve such goal, the People's Committee of Binh Thuan province sets out the main important tasks and solutions. Accordingly, perfect the planning and reorganize the production of fields and products suitable to advantages, market demands, and climate change adaptation.

Invest in infrastructure for agricultural development and natural disaster prevention; promote the application of science and technology to agricultural production and development of the processing industry; innovate production models, improve food quality, hygiene and safety and develop consumption markets; continue to perfect policies, mobilize resources for agricultural development; administrative procedure reform, improve the quality of human resources.

Planning for areas with advantages

For the cultivation sector in Binh Thuan province, priority is given to focusing on investment and development of key and important crops of the province. Specifically, for dragon fruit trees, the province will develop an area in accordance with the planning and the needs of the market, stabilizing the area to about 34,000 hectares by 2025.

Along with that, focus on improving quality, forming high-tech dragon fruit areas, organic dragon fruit areas; promote the application of water-saving irrigation technology; research and develop specific mechanisms and policies to promote implementation, improve efficiency, towards comprehensive development.

For rice, the province calls for businesses with strong capacity to link and develop concentrated rice seed production areas, support investment in improving transport and irrigation infrastructure... Develop concentrated rice production areas, high-quality products, with the aim to build a value chain of high-quality rice and specialty rice bearing the province's brand in key rice production areas.

To develop medicinal plant areas, the province will offer specific solutions and policies as a basis for implementation. With such basis, strive to make medicinal plants one of the key products of Binh Thuan's agricultural sector, with medicinal products recognized as OCOP products, serving tourists to Binh Thuan province.

Particularly for cashew, the province maintains and stably develops an area of ​​about 17,500 hectares in key growing areas in Duc Linh, Tanh Linh, Ham Tan. However, the province will promote the use of new cashew cultivars for replanting, replacing old, mixed, low-yielding and poor-quality cashew orchards.

For livestock production, Binh Thuan province develops pig breeding with high yielding breeds in the direction of concentrated breeding areas, ensuring disease safety and association with slaughter. At the same time, encourage the development of organic and bio-safety pig herds.

Striving for a pig herd of 315,000 to 340,000 heads. For beef cattle, develop in the form of farms, along with the development of concentrated grass cultivation and promotes the improvement of cow herds by artificial insemination with high yielding beef breeds. Focus on developing cow herds in key localities in Bac Binh and Ham Thuan Bac.

Regarding seafood, Binh Thuan will restructure seafood production in the direction of increasing the proportion of aquaculture output and reducing the proportion of catches. Develop modern offshore fishing, organize fisheries logistics services efficiently, contribute to protecting the sovereignty of sea and islands. Additionally, reduce the number of fishing vessels in the coastal and inland areas associated with the restructuring of offshore fishing vessels. As well as rapidly reducing the number of trawl vessels; manage and grant fishing licenses according to quotas.

Build models of linking seafood exploitation, processing and consumption along the value chain with fishermen as the subject and processing enterprises as the core. Attract investment, develop and improve service quality logistics services for fisheries (fishing ports, storm shelters, fishing wharfs, shipbuilding and repair areas,...); Prioritize investment in Phu Quy island district to promote its role as a center for offshore fishing and trade in marine fisheries services at a national level...

Binh Thuan province will protect and sustainably develop the existing forest area, develop a sustainable forest management plan; implement solutions to timely prevent and strictly handle acts of encroachment on forest resources and forest land. Promote the planting and restoration of forests in protection areas and watersheds with risk of landslides; organize evaluations and develop a specific plan for forest planting and restoration, with a roadmap suitable to the budget.
