Binh Dinh Province prospers thanks to strong investment attraction

(VAN) Vietnam Agriculture Newspaper talked to Tran Van Phuc, Director of Binh Dinh Provincial Department of Agriculture and Rural Development, about provincial efforts to attract investment in the agricultural sector.

What role does the agricultural sector play in the economic structure of Binh Dinh Province?

As a province whose agricultural sector accounts for 27% of the economic structure and up to 70-80% of agricultural workers, Binh Dinh Province has strongly attracted investment in the fields of agriculture, forestry, fishery and animal husbandry to increase added value and develop the agricultural sector sustainably in recent years.Identifying this sector as the leading front in the next 5 years, the Provincial People's Committee has developed an action plan to implement the 20th Provincial Party

Committee Resolution for the 2020-2025 term and the 13th Party Congress's Resolution on the field of agriculture and rural development.

Which are major fields to receive the provincial investment?

In the field of crop production, Binh Dinh has called on and attracted two enterprises, namely Thai Binh Seed Corporation Joint Stock Company and the Central Seed, to participate in a joint project of rice seed production.

In addition, Binh Dinh also called on businesses to participate in the implementation of linkage chains, for example pomelos in Hoai An District; peanuts in Phu Cat and Phu My Districts or sweet corn in Tay Son District.

The field attracting strongest investment in Binh Dinh in recent years is animal husbandry. Minh Du Poultry Breeding Co., Ltd (Tuy Phuoc district) has invested in the production of 1-day-old commercial chicken breeds with a total herd of 680,000 chickens, producing 50 million chicks/year.

Currently, this enterprise is investing in 3 poultry breeding projects, increasing the capacity of 125 million 1-day-old commercial chicks by 2025, and promoting exports to Asian countries. Automatic breeding techniques and barn technology in the province have been the most advanced in the region thanks to the investment by Minh Du Poultry Breeding Co., Ltd.Binh Dinh also has another enterprise specializing in producing chicken breeds - Cao Khanh Poultry Breeding Company Limited in Cat Tan commune (Phu Cat district). Since 2015, the number of breeding chicks of the company has reached 180,000.

The company supplies to the market from 1.4 to 1.8 million breeding chicks monthly. In the period of 2016 - 2020, this enterprise developed the parental chicks to 250,000 - 350,000, supplying the whole country with over 20 - 25 million chick/year, including 3 chicken types CK1, CK2, CK3.

To take the initiative in quality breeding in pig production, Binh Dinh Provincial People's Committee approved the investment of Viet Thang Breeding - Livestock Company in building Viet Thang - Binh Dinh hi-tech pig breeding farm in Dai Khoan village, Cat Lam Commune at the end of 2015.Every year, the company produces 75,000 high-quality breeding pigs. Currently, the enterprise is expanding and building 23 modern barns.

In addition, Binh Dinh also has Vinamilk Binh Dinh dairy farm with a scale of 2,400 cows. The farm is equipped with advanced technology and breeding techniques, an automatic milking system with a capacity of more than 10 million liters of milk per year

Beside, the province has 13 enterprises operating in the production of animal feed with capacity of 2 million tons/year; 12 enterprises raising broodstock with a scale of 1,500-2,400 piglets, producing more than 750,000 commercial pigs/year; 2 enterprises invested in building a centralized animal slaughtering factory in the form of mechanization, slaughtering 500 pigs/night. In addition, there are a number of enterprises investing in breeding piglets and dairy cows such as New Hope, Ha My, Cao Nguyen, Hung Thuong Nhat...

How is the provincial attraction for investment in the field of aquaculture?

In 2015, Binh Dinh Provincial People's Committee assigned Viet Uc - Phu My Co., Ltd. 126ha to implement the project of high-tech commercial shrimp farming area in My Thanh commune (Phu My district) with a capacity of 8,400 tons/year and total investment capital of 290 billion VND. By now, the company has finished the construction of its infrastructure on an area of about 116ha and had stable production.

With advanced technology, this company stocks 3-4 crops/year and the yield is from 40-60 tons/ha. The production of commercial shrimp harvested in 2020 reached 1,000 tons with the size of 50-60 shrimps/kg; and supplied to the market 3.5 billion breeding shrimps. Leaders of Binh Dinh province have assessed that the development investment direction of enterprises has been in accordance with the orientation of high-tech agricultural development at the Resolution of the 20th Provincial Party Congress, term 2020 - 2025.

Viet Uc Phu My Co., Ltd. expects that as soon as Binh Dinh completes the 1/2000-scale planning for the project of a high-tech agricultural park for shrimp development on a total area of 406ha, they will construct a seafood processing factory, aqua feed factories and zones dedicated to research and technology transference to local farmers.The business promotion of investment in seafood processing plants and transfer of shrimp farming technology to locals will significantly contribute to the development of the shrimp farming industry in the province, making Binh Dinh a center of shrimp production in the central region, and more importantly, ensuring stable output and increasing income for local shrimp farmers.

In 2018, Thanh Ly Co., Ltd (Quy Nhon city) also received approval from the People's Committee of Binh Dinh province to implement the project of commercial shrimp farming integrated with high technology application. The project covers a total area of 48ha and 22ha water surface with a capacity of 2,700 tons/2 crops/year. Currently, the enterprise has deployed infrastructure construction on 26ha to implement commercial production, reaching the output of 500 tons and the yield of 25 tons/ha/crop.

In addition, the agricultural sector has also advised the People's Committee of Binh Dinh province to approve agricultural projects and to create favorable conditions for businesses to invest in the agricultural sector.

What specific policies does Binh Dinh have to attract investment in the fields of cultivation and animal husbandry?

In areas with particularly difficult socio-economic conditions such as An Lao, Vinh Thanh, Van Canh, Phu Cat, Tay Son, Hoai An, and Phu My Districts, enterprises investing in agriculture will be exempted from corporate income tax for the first 4 years and reduce 50% of payable tax for the next 9 years; land rent exemption for 15 years from the date the project is completed and put into operation; tax exemption for goods imported to create fixed assets; components and equipment.

Binh Dinh is encouraging investment in building concentrated cattle and poultry slaughtering establishments in the period of 2021 - 2025, so it has set out a policy of land rent exemption and reduction; in which land rent is exempted for the whole lease term for construction investment projects in An Lao, Van Canh, Vinh Thanh, Phu Cat, Tay Son, Phu My and Hoai An Districts.

The province has also supported investment in construction of concentrated cattle and poultry slaughterhouses, of which support 60% of the total investment in fence construction items approved by competent authorities, up to a maximum of 2 billion VND per project to build infrastructure for electricity, water, factories, waste treatment and equipment purchases.

Enterprises have also received support for slaughter service fee and slaughter control fee, in which the State supports 100% in the first year and 50% for the second year since the project comes into operation.

Up to now, 2 enterprises have applied for investment support to build concentrated animal slaughtering facilities in An Nhon town and Hoai Nhon town.
