Resolution on the approval of the investment policy for the National Target Program (NTP) on New Rural Construction in the 2021-2025 period aims to continue the enactment of the Program in association with the effective implementation of agricultural restructuring, economic rural development, urbanization process, going into more details, becoming more efficient and sustainable; implement the construction of advanced new rural areas, model new rural areas, and village, hamlet level new rural areas.
Another goal is to improve the physical and mental life of rural residents, promote gender equality; build synchronous and modern rural socio-economic infrastructure step by step, ensuring a bright, green, clean, beautiful, safe environment and rural landscape, rich in traditional cultural identity, adapting to climate change and sustainable development.
Striving towards 2025, the whole nation will have at least 80% of communes meeting new rural standards, at least 10% of the communes in particular will meet the model new rural standards, no more communes below 15 criteria; maintains the construction of advanced new rural areas and model new rural areas for communes, districts and provinces that have been recognized as meeting new rural standards; the average income of rural residents increases at least 1.5 times compared to 2020.
The whole nation will have at least 50% of districts, towns and provincial cities meeting new rural standards, completing the new rural construction task, of which at least 20% of qualified districts are recognized as advanced new rural districts, model new rural districts.
Each province and city directly under the Central Government will have at least 2 district-level units that meet new rural standards; striving for the whole nation to have at least 15 provinces and cities under the Central Government recognized by the Prime Minister as having completed the new rural construction tasks; 60% of villages belonging to communes with special conditions in border areas, mountainous areas, coastal flatlands and islands will be recognized as having met new rural standards according to the criteria for new rural set by the provincial People's Committees.
Accordingly, by the end of July 27th, 2021, the Secretary-General of the National Assembly had received 388 comments, including 331 of complete agreement, and 57 comments on some contents of the Resolution draft.
For some concerns about the simultaneous implementation of the three NTPs facing difficulties in balancing the implementation budget, the National Assembly Standing Committee considers the simultaneous implementation of these three NTPs is necessary and in accordance with the guidelines and instructions of the Party, with the policies and laws of the State.
The allocation of the central budget to implement the three NTPs has been calculated, prioritized to be balanced in the 2021 - 2025 Medium-term Public Investment Plan, basically ensured the central budget resources to execute the three programs at the same time.
Several delegates shared comments that a higher level of central budget capital should be allocated for the Program, and at the same time, the feasibility of local budget capital needs to be put into consideration; the mobilization of capital contributions from people and businesses in the context of the Covid-19 epidemic has had a strong impact on production and business activities as well as the people's income.
The National Assembly Standing Committee would like to report: Upon facing the complicated and unpredictable developments of the Covid-19 epidemic which will still have a negative impact on our country's socio-economic development, it is expected that it will be difficult to collect the state budget while having to fulfill many other important goals.
Therefore, the National Assembly Standing Committee believes that the allocation of VND 39,632 billion of central budget capital for the Program is appropriate and suggests that in the course of operation, based on actual conditions, the Government will prioritize balancing the central budget capital to be able to further support the Program.
Regarding other sources of capital, the Government has reviewed and adjusted to guarantee that they will be more in line with reality. At the same time, it is proposed that the Government, in the process of implementing the Programs, must have solutions to mobilize enough resources for execution.
