Application of AI in climate change adaptation monitoring

(VAN) The Department of Planning (MARD) and Project VN-SIPA (German International Cooperation Agency - GIZ) are building a monitoring system for climate change adaptation in agriculture.

On the afternoon of June 10, the Department of Planning (Ministry of Agriculture and Rural Development) and the VN-SIPA Project (German International Cooperation Agency - GIZ) held a workshop on "The climate change adaptation monitoring and evaluation system in the agriculture".

Climate change is a global phenomenon. High-income countries are increasingly turning their focus to climate change adaptation, and Artificial Intelligence (AI) is a critical tool in those efforts. Algorithms using AI are making better predictions on the short- and long-term effects of climate change, including predictions related to weather patterns, floods and droughts, and human migration patterns.

The agricultural business in some countries, such as Vietnam, is still relatively conventional and classical. Farmers have yet to significantly emphasize using technology for parameter measurement, data gathering, and information analysis. 

According to Mr.Nguyen Van Viet, Director of the Planning Department of the Ministry of Agriculture and Rural Development, the agriculture sector identifies climate change as the most significant and obvious difficulty today, for example, in years of drought and saltwater intrusion and storms. Floods and agricultural production are affected productivity and quality.

"Facing that situation, the Ministry of Agriculture and Rural Development has developed many policies to deal with difficulties from climate change. However, after the policy is launched, it is necessary to have tools to monitor and evaluate the implementation process", emphasized Mr. Nguyen Van Viet.

Therefore, the Ministry of Agriculture and Rural Development has organized the development of a set of monitoring and evaluation indicators on industry restructuring, including a series of criteria to evaluate and calculate the effectiveness of agricultural restructuring.

"Besides this set of indicators, the Ministry of Agriculture and Rural Development is also developing a set of monitoring and evaluation indicators for sustainable agricultural development, green growth, and adaptation to climate change," said the Director of the Department of Planning and Investment.

Among these sets of indicators, the most critical issue is the input indicators that cannot be done by MARD alone, requiring the participation of localities, local specialized units, and especially the support of international experts.

On the partner side, Dr. Patrick schlager, Head of the Climate Change Adaptation Component of the project, said: "The project "Supporting Vietnam to implement the Paris Agreement" (VN-SIPA) and UNDP have supported the Ministry of Agriculture and Rural Development. Agriculture and Rural Development establishes a monitoring and evaluation system for climate change adaptation in the agricultural sector.

Currently, the Ministry of Agriculture and Rural Development is building a monitoring and evaluation system related to this issue, which can be considered the backbone of making reports from the local to the central level.

Therefore, VN-SIPA has supported upgrading the information technology system so that the modules can effectively integrate and use artificial intelligence technology - IA to access and process information from the indicators in the climate change input report," said Patrick schlager.

The representative of VN-SIPA also affirmed that the workshop is a good opportunity for experts from the provincial Departments of Agriculture and Rural Development together with experts in building the system to exchange and give ideas to improve and help the system operate more efficiently.

Monitoring and assessment system for climate change adaptation in agriculture

The system has 34 general and seven specific criteria for monitoring and evaluating climate change adaptation activities under its management.

The system is built to ensure consistent, accurate, and timely information; save time on information collection and data processing; Reduce the number of reports; Optimize resources to collect information.

Through the construction process, up to now, all processes of collecting, synthesizing, selecting information and analyzing data have been automated. Capture information quickly, saving time compared to manual methods, especially in the case of too many documents or documents with significant content; Compare changes in drafts.

However, some results are still inaccurate due to the variety of word combinations in the Vietnamese language. Therefore, it is necessary to continue improving the dictionary and developing exclusion rules to improve accuracy.

In addition, when reading many reports, it is necessary to improve algorithm performance and server infrastructure to meet extensive data processing requirements (Big Data).
