Aircraft and vehicles participated in super typhoon drill in Hai Phong city
(VAN) A civil defense drill to respond to super typhoons was held on July 7 in Hai Phong city, with hundreds of modern aircraft and vehicles participating.
Lieutenant General Nguyen Trong Binh, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Doan Thai Duc, Director of the Department of Search and Rescue under the General Staff of the Vietnam People's Army; Major General Nguyen Trong Hoang, Deputy Director of the Vietnam Fire and Rescue Police Department under the Ministry of Public Security; Lieutenant General Nguyen Quang Ngoc, Member of the Party Central Committee, Commander of Military Zone 3; Lieutenant General Nguyen Quang Cuong, Secretary of the Party Committee, Political Commissar of Military Zone; leaders of People's Committees and Military Commands from provinces and cities in the Red River Delta region; units stationed in Hai Phong city at the super typhoon drill.
The super typhoon drill consists of two phases: the exercise of operating mechanism and practicing the super typhoon response and search and rescue. The practice of super typhoon response and search and rescue took place at Lach Huyen port in Cat Hai district. The practice session focused on three major contents: Super typhoon warning, anchoring vessels, reinforcing houses and properties, evacuating people, establishing the city's front headquarters; performing search and rescue operations for people and sunken or wrecked vessels at sea; responding to oil spills at sea; setting up the city's field hospital with 100 beds for disaster relief; providing assistance with the aftermath of the super typhoon.
540 representatives from various units including: the Coast Guard Region Command I, Squadron 38/Border Guard; Brigade 273, Brigade 603/QK3; the Military Command; the Border Guard Command; Hai Phong city's Police, Department of Agriculture and Rural Development, Department of Transport, etc. participated in super typhoon warning, anchoring vessels, reinforcing houses and properties, evacuating people, establishing the city's front headquarters
86 vehicles, including 59 vessels (7 warning vessels, 47 fishing vessels, 2 cargo vessels, 3 cruise ships); 11 small boats; 3 passenger cars, 7 coaches, 3 specialized vehicles, 3 propaganda vehicles, etc. participated in super typhoon warning, anchoring vessels, reinforcing houses and properties, evacuating people, establishing the city's front headquarters.
580 representatives from various units including: Division 371/QCPK-KQ, Naval Region Command, Squadron 128/Border Guard, Brigade 126/Border Guard, Coast Guard I Regional Command: Squadron 38/Border Guard, Brigade 273/QK3, Brigade 242, Brigade 603/QK3; North Region Oil Spill Response Center, KVI Maritime Search and Rescue Coordination Center, Military Command, Border Guard Command, Hai Phong City Police, etc. as well as the residents of Cat Hai district participated in performing search and rescue operations for people and sunken or wrecked vessels at sea; responding to oil spills at sea.
99 vehicles including 2 helicopters, 61 trains, 14 small boats, 5 cars, 5 coaches, 2 trucks, 6 ambulances, 1 specialized vehicle, 2 propaganda vehicles, 1 television vehicle equipped with 24 communication devices and 30 radios to participated in performing search and rescue operations for people and sunken or wrecked vessels at sea; responding to oil spills at sea.
196 representatives from the Military Command, Border Guard Command, City Police, Department of Health, Hai Phong Radio and Television Station; Armed forces, Public Security Forces, Militia and Self-Defense Forces as well as residents of Cat Hai district participated in setting up the city's field hospital with 100 beds for disaster relief; providing assistance with the aftermath of the super typhoon.

As a seaport city, Hai Phong has a spacious sea area with multiple estuaries. As a result, there is a busy flow of domestic and foreign vessels, daily fishing vessels, transportation vessels for export goods and people travelling in and out of Hai Phong city.
It is necessary to take the initiative in establishing and practicing plans; readying forces and means for flood and storm prevention; performing search and rescue; promptly handling challenges that arise when a major storm strikes.
The drill contributes to improving leadership capacity of the Party committees, authorities, Commanding Committees for Civil Defense - Disaster Prevention and Search and Rescue at all levels.
Furthermore, the drill improves the advisory role of various agencies, units, departments, and branches; promotes coordination and synergies between stakeholders; enhances the ability to mobilize resources with the motto "four-on-the-spot" in civil defense
The drill aims to raise awareness and responsibilities for all participants; proactively prevent and prepare to respond to all types of natural disasters.
After the drill, the Party Committee of Hai Phong City People's Committee directed all stakeholders to develop civil defense plans with a focus on regularity, continuity and longevity.
