Advance payment for forest environmental services in Da river basin

(VAN) Forest owners within Da River basin have received an advance payment of over VND74 billion (US$3.2 million) from Dien Bien Provincial Forest Protection and Development Fund in phase 1 and 2 in 2021.

Specifically, 757 forest owners were pre-paid from November 15-30, 2021, which aims to strengthen the policy of payment for forest environmental services offered within the area.

Among the advance recipients are 5 organisations, 421 communities and 331 households.

The area eligible for advance payment of VND74.4 billion in 2021 is over 186ha. The remaining amount of forest environmental services will be paid to forest owners in the second quarter of 2022 according to regulations by the Fund.

Dang Thi Thu Hien, Director of the Dien Bien Provincial Forest Protection and Development Fund said that the advance payment followed Decision No. 02/QD-UBND dated January 4, 2021 of the People's Committee of Dien Bien province. Accordingly, the rate of advance payment for forest environment services to forest owners in Dien Bien province in the Da river basin was from 1 to 2 times.

Because the time for the second advance of forest environmental services in 2021 for forest owners in the Da River basin is close to the Lunar New Year, the Forest Protection and Development Fund of Dien Bien Province only made a one-time advance with unit price 400,000 VND/ha, 100% of which was made via bank account.

The advance money is expected to present forest protectors with a happier Lunar New Year in the context of the current complicated situation of the Covid-19 pandemic.
