“The magnet” of northern Ha Tinh

On August 29, 2023, in the presence of Prime Minister Pham Minh Chinh and Singaporean Prime Minister Lee Hsien Loong, Minister of Planning and Investment Nguyen Chi Dung handed over Decision 1003/QD-TTg of the Prime Minister on the investment policy for the infrastructure construction and business project of Bac Thach Ha Industrial Park, phase 1 for Ha Tinh province. This is a crucial milestone, marking a new development phase for the region known for its extreme weather conditions.

Accordingly, the project is being developed by the Vietnam Singapore Industrial Park (VSIP) as the investor. The project's goal is to invest in the construction and business of industrial park infrastructure. The project covers more than 190 hectares of land, with a total investment of over 1,500 billion VND. The project is set to operate for 50 years.

Located in Thach Lien and Viet Tien communes of Thach Ha district, the project boasts a strategic transportation position, connecting to major routes such as National Highway 1A, National Highway 15B, and the North-South Expressway. VSIP Ha Tinh is expected to be a "magnet" attracting foreign investment in various fields such as electricity and electronics, semiconductors, precision engineering, textiles, footwear, energy, electric vehicle batteries, metals, automotive parts, food processing, logistics services, and rental factories.

With the "major road" opening up and the attention and guidance of central ministries, Ha Tinh province required Thach Ha district to expedite the land clearance process. In less than nine months, the local authorities completed the land clearance, with a total disbursement of over 227 billion VND.

Meeting all necessary conditions, on June 25, Ha Tinh province, in collaboration with VSIP, held the groundbreaking ceremony for the project. The event was attended by Deputy Prime Minister Tran Hong Ha, leaders of central ministries, Ha Tinh province officials, representatives of investors, and a large number of local residents.

Along with other key projects, it will help Ha Tinh become one of the development poles of the North Central Coast and Central Coast regions.

He also expressed hope that, upon completion, the project would set the standard for new model industrial parks—green, smart, sustainable, and modern industrial parks. This will become a highlight, creating development opportunities for Ha Tinh's industry in the coming period, contributing to the diversification of industrial products and types, increasing the value of industrial production, and creating momentum for the development of supporting industries. It will increase industrial production value and export turnover, thereby accelerating the economic restructuring process towards industrialization and modernization.

With optimal infrastructure standards including a wastewater treatment plant with a total capacity of 6,000 m³/day and night, a water supply system as per demand, a high-speed telecommunications cable network with 2,800 transmission lines, an EVN power station with a capacity of 126 MVA, a 24/7 fire prevention station, and a well-planned landscape, VSIP promises to provide an ideal, efficient, and sustainable investment environment for investors.

Wide-open job opportunities

Especially, the project will create numerous job opportunities for workers, contributing to improving the livelihoods of local residents and effectively addressing social welfare issues. According to VSIP's estimates, upon completion, this industrial park is expected to generate employment for over 30,000 local workers and those from surrounding areas.

Mrs. Nguyen Thi Lan, from Thach Lien commune, Thach Ha district, has 3 children, 2 sons and 1 daughter, all of whom are of working age. For nearly a decade, her children have been working as factory workers at a bicycle parts manufacturing plant in the South. Recently, with the news that an investor is building an industrial park in the local area, the whole family is excited and hopeful that they will soon be able to return home to work in the new industrial park, getting closer to their parents.

"In addition to the opportunity to have jobs in the industrial park, we are also eager to prepare business plans for services such as opening beverage stalls, eateries, and other 'related' services to meet the needs of the workers," Mrs. Lan shared her ideas.

Sharing the same excitement, Mr. Nguyen Van Nam, 23 years old and also from Thach Lien commune, shared that after graduating from high school, he went to Hanoi to work as a hired laborer, but due to unstable income, he is now planning to learn Japanese to go work abroad.

"Going far from home is the last resort. Moreover, the cost of going to work abroad for a rural family like mine is also very high, so now I plan to go study a vocational skill in electricity or information technology, to be ready for the upcoming opportunities to apply for a worker's job in the VSIP industrial park," Mr. Nam shared.

According to Mr. Nguyen Van Huong, Chairman of the Viet Tien Communal People's Committee , the demand for jobs in the local area is currently very high. The number of workers in the fields of industry, construction, trade and services currently accounts for more than 90% of the labor structure. However, most of the local workers are still mainly engaged in agriculture, so in order to meet the demand for skilled labor for the VSIP industrial park, it is recommended that the relevant levels and sectors have policies to provide vocational training for people in need.

At the same time, support for employment is provided to laborers affected by agricultural land requisition. Investors compensate for affected infrastructure such as roads and internal channels, aiming to facilitate local production.

VSIP Ha Tinh is expected to attract domestic and foreign investors in sectors like electronics, semiconductors, precision mechanics, energy, electric vehicle batteries, metals, automotive parts, food processing, logistics services, and industrial workshop rentals. It aims to create over 30,000 jobs, driving economic restructuring and development in Hà Tĩnh province.

Therefore, in the coming time, VSIP aims to develop green, ecological, and smart industrial parks that foster research, scientific application, innovation, circular economy models, knowledge-based industries, and low-emission practices.

In addition to compensation and state welfare assurances, investors are encouraged to prioritize on-site training and employment of local labor, as well as resettlement arrangements in synchronized urban areas.

Currently, VSIP has invested in 18 industrial, urban, and service zones across Vietnam, with a total licensed area of 11,588 hectares. The active projects have attracted 930 customers from 30 countries and territories, with a total investment of USD 21 billion, creating employment for over 300,000 workers.
