The community agricultural extension group (CAEG) in My Hoa commune, Kim Boi district, is one of 17 expanded CAEG groups in Hoa Binh province. The group was established based on the urgent needs of local production.

The primary members of the CAEG group in My Hoa commune are officials employed in agriculture, heads of commune-level mass organizations, and local agricultural cooperatives, as Mr. Ha Cong Tien, Chairman of the People's Committee, enthusiastically shared. Since its inception, the group has systematically and effectively executed various tasks, including technology transfer, agricultural extension, support and consultancy for cooperative development, market information provision, production linkage development, and guidance on agricultural digital transformation. It has become a dependable address for producers to rely on in times of need.

Consequently, numerous households that previously operated independently have now actively engaged in collective economic organizations and production linkages with merchants and businesses, adhering to training programs and campaigns. Green squash, pumpkin, cucumber, and gourd fields have emerged and thrived. Dong Giao and Fusa are among the companies that have established production and consumption links for mulberry, chili, and sweet maize. Agricultural product collection points have been established by major dealers from Hanoi in the vicinity. The "bumper crop, low price" cycle that has afflicted farmers for decades has been progressively eradicated.

I visited Muong Chieng Agricultural Production Service Cooperative in the vicinity to verify the statements of the commune chairman, which I regarded with a mixture of belief and skepticism. While preparing cucumber supplies for partners under signed contracts, Mr. Bui Van Vien, the cooperative's director, expressed his satisfaction with the transformation of individual gardens and the increased income of producers, which he attributed to the CAEG's role in establishing linkages between households and businesses.

The youthful labor force in agriculture is transitioning to industry and services. Consequently, it is imperative to provide farmers with the necessary support and guidance to adapt their cultivation practices to a more professional level, facilitate mechanization, and develop products that are following market demands. The production problem for producers is not challenging; however, the market consumption problem is always a "fatal weakness." They are individuals who are particularly vulnerable and require a genuine companion to support them when they encounter technical, policy, or consumption challenges. The CAEG's diverse membership satisfies these requirements.

In the past, the cooperative would urgently search for buyers during the harvest season. Currently, the cucumber season commences with an average daily sales volume of 10 tons, and it is anticipated to exceed 20 tons during the prime season. Additionally, the cooperative is confidently participating in the pineapple and sweet maize linkage chain with Dong Giao Company on nearly 40 hectares. The members are proficient in introducing agricultural products on e-commerce platforms, organic cultivation, and quality standards such as VietGAP.

Increasing the closeness of farmers to enterprises and markets

Da Phuc is an agricultural commune in the Yen Thuy district of Hoa Binh. The commune is home to approximately 500 hectares of sugarcane and more than 100 hectares of medicinal plants, which are particularly well-suited to agricultural production due to the favorable soil and climate conditions.

Nevertheless, these advantages have not been fully optimized, as the majority of households in the region engage in small-scale, fragmented production based on their experience, which leads to low economic efficiency. In the interim, numerous units and enterprises that purchase and process agricultural products have relocated to the region with the intention of establishing a supply chain that will facilitate the development of raw material areas and the procurement of products.

In the past, the commune was staffed by agricultural extension officers who were responsible for the regular monitoring of production activities and the provision of technical assistance to farmers, according to Bui Van Kien, Vice Chairman of the People's Committee of the commune. The mechanism has been altered, resulting in the remaining officers only conducting agricultural extension tasks concurrently. This has made it challenging to transfer technical advancements into production.

In 2022, the commune resolved to establish an expanded group in response to the issue of untapped advantages. The group was intended to function as an extension of the commune's People's Committee, assisting farmers in synchronized and efficient production reorganization.

In addition to providing farmers with information on state policies and production techniques, the group has been dedicated to supporting the consultancy and operation of cooperatives to achieve synchronization in production since its inception, based on local advantages. Concurrently, they have established supply channels by connecting cooperatives and purchasing enterprises.

The group has supported the cooperative in establishing a partnership with T9 Agricultural Export-Import Company to develop raw material areas and purchase all passion fruit and chili products. Additionally, the cooperative has partnered with Tien Ngan Company to purchase purple sugarcane products for export and Taiwan Sugarcane Company to purchase sugarcane for juice extraction. Furthermore, the implementation of supply chains for producing and utilizing bamboo shoots and medicinal plants (Solanum procumbens) is being encouraged.

Developing production through supply chains is an inevitable trend in the context of swiftly developing scientific and technical advances, increasingly high market demands, and fierce competition in goods, according to Mr. Kien, to ensure synchronization, quality, and increased profits for farmers.

A converging point and a solid support platform for production to revolve around high value, friendliness, and responsibility towards the environment and the future, the CAEG has the advantage of gathering and leveraging the strengths of many components from both the public and private sectors.
