Signing an agreement on disaster prevention and climate change

(VAN) The Agreement helps Vietnam strengthen its disaster response measures and form various plans to deal with disasters caused by climate change.

Recently in Hanoi, the Japan International Cooperation Agency (JICA) signed an ODA loan agreement worth 18,871 million yen with the Government of Vietnam for the project "Prevention of natural disasters and climate change using Earth observation satellite (phase II)".

Accordingly, the project will provide the necessary equipment for the development and use of Earth observation satellites in Hoa Lac (Hanoi). This is to promote the use of data obtained from satellites and enhance the capacity of staff operating and maintaining equipment.

Through these supports, the project will reduce disaster risk in Vietnam by strengthening disaster response measures. The project will also help form different plans on the basis of forecasting the increase in natural disasters caused by climate change.

The project also contributes to the implementation of Objective 13 (Urgent action to combat climate change and its impacts) in the Sustainable Development Goals (SDGs).

Previously, an ODA loan for phase I worth 7,227 million yen was approved in November 2011. This newer Loan Agreement is an ODA loan for phase II.

The Special Provisions for Economic Partnership (STEP) are applied to the ODA loan for this project. The project will apply Japanese synthetic aperture radar satellite technology with a low price, high performance, compact size, minimal cost, and can deliver satellite images in a short time. This technology will contribute to the development of the operating system of satellites equipped in the project along with the launch of Earth observation satellites.
