On September 17, the National Agricultural Extension Center (NAEC) and JICA held a virtual signing ceremony for the minutes of the detailed planning survey for Japanese technical cooperation.
NAEC was represented by Director Le Quoc Thanh, while JICA was led by Keiko Mizoe, Group Director for Arid and Semi-Arid Farming Areas and Rural Development Department. The event was also attended by officials from MARD and JICA.
The inked agreement lays the groundwork for the two parties to collaborate on a project titled "Strengthening a safe crop value chain in northern Vietnam's northern provinces," as part of Japan's technical cooperation program.
JICA conducted the survey remotely beginning August 25, headed by Keiko Mizoe. Throughout the survey period, the group met with and shared opinions with the NAEC and other MARD departments.
Additionally, the group collaborated on related problems with appropriate authorities in selected provinces and cities, farmer organizations, cooperatives, and private businesses in Vietnam.
Director Le Quoc Thanh expressed his appreciation to the professional team that conducted the JICA survey during the signing ceremony. Despite the short timeline and complex evolution of the Covid-19 situation, all stated objectives have been met thanks to technological advancements and the combined efforts of the two parties.
Thanh confirmed that when the project is implemented, the agricultural extension system, particularly at the local level, would make every effort to achieve the project's objectives.
After the survey is completed, the four-year project "Strengthening safe agricultural value chains in northern Vietnam" will begin. Hanoi City and the provinces of Bac Ninh, Ha Nam, Hai Duong, Hung Yen, Nam Dinh, and Son La are among the implementation locations.
The project's primary target group will be agricultural cooperatives. Given that the project's objective is to promote basic GAP/VietGAP in the target region, both parties agree that target cooperatives will be chosen from those that have received food safety certification from the local government or other certifying organizations.
Although cooperatives are the primary target group, farmers may be included provided they demonstrate a sufficient ability to produce safe crops collectively and have been approved by local authorities or food safety certification organizations.
Additionally, the project will assist capacity development of agricultural extension officers at the central and local levels, with an emphasis on their ability to support fundamental GAP standards, VietGap, and markets, as well as create a crop calendar to promote safe crops in the target region.
