Decentralization of planting area codes management to the locality

(VAN) The Department of Plant Protection advocates gradually handing over assigned planting area codes to localities for management.

At the recent conference to disseminate new regulations on mango exports to the Japanese market in An Giang and Dong Thap, Ms. Nguyen Thi Thu Huong, Deputy Director of the Department of Plant Protection said, the number of planting area codes under the management of local departments is very large.

With the aim of helping farmers improve awareness of planting area codes, as well as farming techniques "1 must 5 decrease", "3 decrease, 3 increase", etc., the Department of Plant Protection advocates gradually handing over planting area codes issued by the Department to the district (District Plantation and Plant Protection Station, District Department of Agriculture and Rural Development).

During the transfer, the local Department needs to coordinate with district-level units to monitor the planting area codes in compliance with regulations and requirements of the importing country.

Annually, Departments of provinces and cities will check and review the supervision of the issued planting area codes, with the rate of about 10-15% of the records that the district-level Plantation and Plant Protection Station manage.

Departments of provinces and cities will only review the planting areas proposed to be granted a new code. "During this process, we need to strengthen training for farmers and businesses to change perceptions," Ms. Huong said.

According to the Department of Plant Protection, the new orientation of the Department will help farmers better understand and grasp export requirements. In the context that countries are increasingly demanding on quality, food hygiene, safety, packaging specifications, this approach will help Vietnam agricultural sector to develop more methodically and sustainably.

Along with answering questions by the delegates and farmers, Ms. Huong also introduced to the participants how to search for pesticides using the pesticide lookup phone application. The operations to access database software on fertilizers and new regulations on plant quarantine of countries on the Department of Plant Protection's website are also guided by the staff of the Department of Plant Protection.

By the end of 2021, the whole An Giang province has been granted 236 codes for 123 planting areas (mango, rice, jackfruit and banana) for export. In which, 195 mango codes for 82 planting areas (total area of ​​5,146 ha). 

This year, the Department of Plant Protection organized an online training course on the code regulation for planting areas on rice for 84 participants; training 14 classes for 140 officials of the District Plantation and Plant Protection Station, Agricultural Extension Station and district officials; 20 training classes for organizations, individuals and farmers with 200 people.

In addition to promoting exports, the Department of Plant Protection also cooperates with An Giang Department of Agriculture and Rural Development to deploy a demonstration model of biological pesticides in the field, or "Dream field", contributing to environmental protection, creating habits for farmers to reduce the amount of chemical pesticides. 

The plant protection sector in An Giang has also deployed 4 models of fertilizer use in Chau Thanh, Tri Ton, Cho Moi and An Phu districts for OM 18, OM 5451 and VNG-20 varieties. As a result, the models used less fertilizer than the farmers' control fields by 100 - 130 kg/ha, reducing production costs by 3.5 - 4 million VND/ha. 

In 2022, the Department of Plant Protection will coordinate with An Giang Department of Agriculture and Rural Development to organize 5 training courses on rice, fruit trees and vegetables. In addition, models of "No Footprint", "Sustainable Rice Cultivation", "Profit Model" will be continued by the Department.

At the Workshop on March 14, one of the issues bothering An Giang farmers was Cat Chu mango. This is a product officially exported to Japan in 2015, thanks to the efforts by the Department of Plant Protection in negotiating, gradually removing technical barriers while guiding localities to establish raw material areas to meet regulations on phytosanitary and food safety.

For mango planting areas to maintain compliance with export requirements to Japan, the Department of Plant Protection recommends that farmers constantly improve production techniques, capacity and have a certain understanding of this market regulations.

An Giang has recently issued the Plan to develop specialized production areas and promote the consumption of fruit products in the period of 2021 - 2025, with a total budget of nearly 42 billion VND. The province plans to convert the inefficiently produced rice area to suitable fruit trees, build a concentrated fruit-planting area in the period of 2021 - 2025 with a scale of 10,217 hectares, including: 9,067 hectares of mangoes, 300 ha of banana tissue cultures, 300 ha of durians, 380 ha of longans, 170 ha of citrus fruits.

The conversion brings high economic efficiency, such as the production of leafy vegetables with an average profit of 120 - 150 million VND/ha/year; model of growing mango and pomelo reaching 500-800 million VND/ha after 3 years of investment...
