Agriculture’s importance is evident, but investment for it feels lacking

(VAN) On June 2, the National Assembly deputies raised the issue of policies to support agricultural and rural development as well as promote the agro-product processing industry.

On June 2, under the direction of Standing Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly discuss the results of the implementation of the 2021 Socio-Economic and State Budget Development Plan.

During the discussion session on June 2, Delegate Nguyen Van Thi (Bac Giang National Assembly Delegation) made notable statements about the development of the agriculture and rural development field. The delegate affirmed that over the past two years while being heavily impacted by the Covid-19 epidemic, the agricultural sector continued to ensure national food security, creating an important basis for ensuring stability and implementing social security policies.

"Agriculture plays such an important role in the development of the economy and society, but the investment of the state budget and social resources in agriculture has not been commensurate with its contributions to the country and society in recent years," said the representative of Bac Giang National Assembly Delegation.

Another problem raised by Delegate Nguyen Van Thi was that farmers were suffering hardship as the price of fertilizer and animal feed remained increasingly high while the price of agricultural products showed no sign of improvement, greatly affecting the income and livelihood of farmers.

In face of the situation, Delegate Nguyen Van Thi suggested the National Assembly and the Government continue to study and promulgate appropriate policies to further support the development of agriculture and rural economy.

Delegate Nguyen Van Thi said that the current restructuring of the agricultural economy needed to start converting production methods from household scale and small agricultural production to cooperatives operation in association with agriculture investment promotion in order to form linkages between farmers, cooperatives and enterprises. In addition, the Government must support farmers in terms of market forecast, production orientation and promotion of agricultural product consumption.

Delegate Nguyen Van Thi suggested that the Government should continue to devise more appropriate mechanisms and policies to promote collective economic development in agriculture specifically appropriate policies on land, tax, credit and technology to attract social resources as well as businesses to invest in agriculture and rural areas.

In agreement with the opinion of Delegate Nguyen Van Thi, Venerable Delegate Thich Thanh Quyet (Quang Ninh National Assembly Delegation) said that the congestion of agricultural products for export to neighboring countries had been removed by the Government. However the Government must have orientations, plans and policies to support the economic development of agriculture, farmers and rural areas.

Promote processing in the Mekong Delta

One of the specific issues related to agricultural development raised by the delegates in the discussion session was about promoting the processing industry.

Delegate Tran Thi Thanh Huong (An Giang National Assembly Delegation) said that the processing industry had been and would continue to play an important role in the development of the Mekong Delta in the coming period. The delegate suggested the Government develop stronger policies to further attract investment in the Mekong Delta’s agricultural product processing industry.

“It is required to have mechanisms and policies that prioritize investment in transport infrastructure and fisheries. We must pay more attention to the development of logistics systems specifically cold storage to solve the problem of preserving agricultural products at peak harvest periods," said Delegate Tran Thi Thanh Huong.

In addition, Delegate Tran Thi Thanh Huong also proposed that the Government and central ministries and branches continue to focus on investment and support the Mekong Delta through specific actions such as creating conditions to improve the investment environment, encouraging businesses and large corporations to invest in agriculture and rural areas, provide information through market forecasts, helping farmers adjust production accordingly in a timely manner.

In addition to Delegate Tran Thi Thanh Huong, Venerable Delegate Thich Thanh Quyet (Quang Ninh National Assembly Delegation) also highly agreed with the solution to restructure agricultural production in order to develop sustainable production, processing, consumption and export, contributing to economic development and social security.
